You are mixing things up there kid, what you want isn’t necromancy but resurrection.

Well in many settings (like D&D) resurrection magic IS a necromancy spell, usually performed by clerics 😀

Necromancy is treated as being overtly evil in most Fantasy settings.
The problem with Necromancy is that the ill sideeffects are rather limited, the worst that can happen is that the boundaries of the real of the living and the dead are destroyed, and undead flood the earth.
If you want to do real damage bring back the dead via means of time manipulation.

Even if he knew necromancy–and I imagine he doesn’t, but could in theory learn–the best he could do would be to animate your parents’ remains as unholy servants. Getting souls back from the other side is beyond the magic of mere mortals.
